Baum joined the faculty in Fall 2003. Her research
interests include comparative political institutions, administrative law,
and bureaucracies with a particular emphasis on East Asia. Her
dissertation, supported by the National Science Foundation, studied the
logic of intra-branch delegation and administrative procedural reforms in
Korea, Taiwan, and the Philippines. Her current research focuses on
delegation and accountability in new democracies, including a project on
bureaucratic transparency. She teaches courses on comparative bureaucracy
and government and politics of developing democracies in East Asia.
